The INFPS, which enjoyed a broad national consensus, could build its own headquarters avoiding any regulatory control,as it has the direct authorization of the Head of State
The building in Forlì, constructed between 1936 and 1937, included, besides the directional offices of the institute, stores facing the portico, about twenty apartments with access from via Bruni and Baratti, in conformity with the criteria of land use and profitability required by the Central Administration. The construction is in complete harmony with the architecture promoted in those years by Marcello Piacentini: Cesare Valle cared little for the city's environment, and monumentalized the portico with the austere and severe characteristics of Roman aqueducts, despite the descriptive notes about environment contained in the project report. Travertine was chosen for the covering of the basement area, in order to obtain a strong contrast with the curtain covering made of dark red bricks.
The composition of the facade, based on regularity and rigid symmetry, follows the classic scheme, although simplified, of the urban palace, while on the elevations of the lateral bodies it is possible to clearly read the use of each floor.
